2:1 Ellip. Endcap. How to model flat surf

I didnot understand ur question exactly, my pardon. Please make a jpg and mark on it where u need to make a feature. I think it is not a big problem.
 
You seem to have it modeled already with your step file but if you want to make it from scratch in Pro/E I would do the following:

1) Revolve a solid feature with the eliptical top cross section and a flat bottom (not a thin feature).
2) Add the 3 flats as extruded cuts. (patterned)
3) Att the "fill port" or what ever it is as a revolved protrusion.
4) Shell the part to get a constant wall thickness with the bottom surface and the "fill port" top surface removed.

I'll make it and attach a file when I get a chance.
