when I am looking for a fastener or other mechanical part that I don't want to model, the first place I always check is www.mcmastercarr.com. many of their items have an ossiciated CAD model you can download for use in your assemblies.
I took a quick look for your locking nut and didn't see one though, but that doesn't mean it isn't there......
Give this a try. Got this on the McMaster-Carr site. It is a 3/8-16 locking nut with nylon insert, 9/16W X 17/64H. They have all kinds of nuts on their site.
