how to create part in this drawing.

do not think of the cross section now just create curves through that path .

Dimentions are mostly of nutral fiber.

After creating that curves with all sufficient radious then you can use sweep or if required swept blend for creating that

i told swept blend because sometimes complex curves cannot be used in simple sweep thanks to proe
