Boundary Blend Tangency Problem

Can someone please help me with this because i don't really understand why I am having an issue...see attached file.

I have created curves at a top level with which I am going to create boundary blend surfaces. However it is not recognising the tangency from neighboring surfaces and im not sure why as I am using the edges which you can see.

Im sure someone knows.... Ive been trying to figure this out for hours now.

Whats confusing me further is that I am able to create the boundary blends in assembly mode, but when I switch to activate the part it wont do it????

I also managed to create the tangent blends with the other part activated so is it something to do with the part setup??

copy the curves down to the part using insert-shared data-
copy geometry, copy the surfaces you want to be tangent to
as well, then create the surface at the part level.
