break dimensioning

Try this: create a symbol for the center mark and the three bottom lines representing the shortend dim arrow. then show a dim with the upper arrow and line them up. This will need to be redone with any geometry change.
 
You can get close by creating a partial view where this dimension is to reside but do not include the center of the diameter. The dimension will show with two arrows.
