OK, had my laugh, but the situation could also be the result of imported geometry in which case you need to solve it. I did some testing, because I never meet this condition. When the lines are part of a larger sketch for a protrusion then ProE solves the situation itself : the plane created is a single one, not a split one. But the situation looks cleaner with a single line, so I trimmed one of both line segments up to the next (I suppose you have other geometry connected to form a closed loop) and deleted the part that is superfluous by the trimming. Trimming away one of both lines didn't even invalidate the rounded solid I had made based on the sketch.
