IIRC, drawing labels (the parameters Pro generates for you in a drawing) do not update. When you create the drawing with the template, Pro figures out the value and places it on the drawing. (Same problem happens when you want to put the date on a drawing using &todays_date.)
You might want to create a template without a format. Then when the drawing is ready for release / submission to checkers / whatever, then throw the format on there so you have the correct values.
