Creo 2.0 Axis Datum Placement

I am trying to attach an axis datum to a dimension using the ASME drafting standard. When I select "In Dim" for the placement method in the datum properties it place the datum tag with the "suction cup" attached to the arrow instead of the dimension leader line. How can I change this so the tag attaches to the dimension leader line?

I haven't been able to find any solutions to this. If you have a GTOL in the dimension you can attach to that just fine. Otherwise I use a symbol, as much as loathe doing so. :/

I don't have that symbol in my directory. Do you know what the easiest way to create that would be?
