cut out "grayed out"

I have a simple assy that i want to cutout one part from another but when I select component operations "cut out" the menu choice is grayed out. Is there a floating module I need to add? I have assy module chosen. I have used this functionality previous to WF.2 with no problems. What am I doing wrong?
