Cutting a part out of a shrinkwrap

I have a shrinkwrap of a steel model that I need to cut one steel member out of. I tried doing an extruded cut but it just doesn't work and no material is removed. Is there a method for slicing through a shrinkwrap with a plane or something along those lines that I can do? Are you pretty much stuck with what you have when dealing with a shrinkwrap? I do not have access to the original model that the shrinkwrap came from.

If it is a solid shrinkwrap then it should be quite possible to cut and extrude to your heart's delight.

Mayhaps it is a surface shrinkwrap? Then I think you need to cut it as quilts.
