Hiding a layer in the model does not hide a layer in the drawing.
Try it. Turn all your layer control icons to on. Open your model and hide all layers. Go to you drawing and all the layers will be on. Go to layers in your drawing and hide them and look what happens. Magic!
And to re-iterate what dr_gallup said, learn to use layers, you may think you do , but you don't.
Look for a thread on Mastering Layers, its well worth the 30 minute read
in your config.pro set definition for a layer in the value field as
:layer_gtol GEOMETRIC_TOLERANCES
(another way of doing this, without a pro/E session is to open your config.pro in note pad and adding the above line)

also you can creat layer rule to include all types of annotations
look for : annotations
look by: annotations
on history tab: all
hide this layer in part and unhide in the drawing and save layer status to have current display status be available in the next pro/E session.
