This is more of a projection theory problem rather than Proe problem.

The theory is...
You have four quadrants....
For First angle projection....
Keep the object in the FIRST quadrant.
Look at the object from the RIGHT to LEFT (this applies to all views) as shown in the fig. Rotate the Horizontal plane CLOCKWISE as shown to get the plan at the bottom of Front view.
For Second and Fourth angles, when you place the object in the 2nd / 4th Quadrant and rotate the Horizontal plane, the Front view and Plan will Overlap.For the THIRD angle, when you rotate the Horizontal plane, the Plan will be on Top.
A revisit to First year Engineering Drawing textbook (ND BHAT or similar) will give you more information.
