Drawing Template VS Format

If you have a format setup with title blocks and needed tables do you need to have a drawing template created? Would you than when creating a new drawing use (empty with format) to create your new drawing file.

You don't need drawing templates, they just automate some steps for you. You can put the format and named views, tables, etc. in the template.
