If you wanted to duplicate a dimension that was shown in another view, you should make it a reference dimension. This usually means that this feature is "hard dimensioned" somewhere on the drawing.
Another use is, if a right triangle was dimensioned with the length of one leg and the angle of the hypotenuse,the other leg would be a reference dimension. If you "hard dimensioned" all three, it would be double-dimensioned, a drawing no-no.
Reference dimension is the one which is not actually required for the defining the part or feature but it helps in understanding the comp/feature better in 2d environment.
