exporting a "To Scale" .tiff image ?

I need to create a 1:1 to scale .tiff image from Pro/E of an circuit board trace. I need it to be "To Scale" for use with an etching laser. The laser uses the .tiff image and burns and exact copyof my circuit board. Right now I can only get the size of the burned image correct by trial and error; tweaking the size of the image after creation. Is there a way to create an "actual size" image? (It doesn't have to be a .tiff if some other format will work.)
 
I run into the same issues. Wildfire can send the model to a drawing with color and print to a PDF to scale. But that's the only alternative I've found in Wildfire (other than tweaking, which I use alot still)
