Having difficulty with assembly

I can't seem to properly assemble this part. I've attached a picture to show what I'm talking about. There's a 90 degree bent pipe and the indicated end needs to be tangent to a curved surface. The height and axis are fixed (so it can rotate). I don't want to manually rotate each one until it is tangent to the curve... there are 100+ parts! The grey line indicates the curved surface...

I get a message indicating "Constraint Invalid"


I should have made note of this earlier--the pipe is not actually touching the curved surface... it has a bit of distance
 
I assume the horizontal axis of the indicated pipe end intersects with the large tank's vertical axis. If so, mate the plane of the pipe to the angular plane of the tank (use some sort of incremental pattern of 100 since you have 100 of these pipes)
