I would re adjust your geometry so your rounds do not force into a point like you have it. It can be an easy fix once you think about it... and adjust your plan of attack to model the geometry.

The problem is NOT that two fillets are coming to the same point(s). At the other ends the fillets are literally hitting the wall i.e. remnants of some surfaces which prevent round transition from creation. If you switch to "transition mode" you can see which transitions were success and which failed.
If you use "remove" feature and get rid of these surfaces, the fillets can be easily constructed then.
