How to generate 3D circuit board from 2D?

I need to be able to take a circuit board layout that is designed by the electrical engineers and convert it to a 3D model that represents the dimensions of each electronic component. I know that there are ways of doing this but I'm not sure where to start? I'm not expecting ProE to do this directly but are there some external modules or third party software that will accomplish this task. Thanks.
 
You can export IDF data from mostPCB layout software. You should get two files, *.EMN & *.EMP, if you open these files within ProE, you should get a 3D model of the PCB and basic 'blocky' components.
