If you set the GTOL to the surface, you should be able to pick the arrow end of the GTOL and move it anywhere on that surface. If you by chance selected the vertex, you cannot. Another way to do this, but not recommended, is to create a note with a leader. Select the edge for the leader, and type the note using "@[" and "@}" characters
