Is it possible to isolate a layer? Specifically, I want to select a layer and hide everything OUTSIDE this layer.

You've hit on the correct term, Isolate.

With a part open and a layer selected, choose from the top text menu bar, View>Visibility>Isolate, then repaint.

With some reservations, It can be as simple as that.

You need to be aware of exactly what is on the various layers. Features vs. Entities.
You need to be aware of how the layer status's work
And you need to take into consideration how the basic rules of invisibility interact with layer status in combination with what has been put on the various layers.
