Moving model dimensions?

One thing I always wanted to do over my years of using Pro/E 2000i was be able to move displayed dimensions around while looking at a model. I know you can move them in the sketch, but I assumed you could not move them while looking at the model, outside of sketcher. Then I learned SolidWorks, and you CAN move model dimensions outside of the sketch interface. So my question is, was it ever possible, and is it noow possible in WF 2.0, to move dimensions around while not in sketcher? How about the dimensions generated while placing a "hole" feature?

it is possible in WF 2, right click on a dimension and go to properties. Then use a combination between move and move text commands.
 
I am using WF 2.0. I don't have a "Modify" menu. I searched on dimcosmetics in Help, and it says to:

Click PART >Modify > DimCosmetics. The DIM COSMETIC menu appears.

Click Move Dim.
=====

Well, I don't have a "PART" menu either.

Any more help for WF 2.0 specifically?
