You should contact the manufacturer or a manufacturer's rep. who may be able to supply you with a detailed mechanical drawing of it that you could use for making a Pro/E model. Or get in contact with someone who does 3D laser scanning. They most likely would be able to make a 3D model of it which could be used as a foundation for making the Pro/E model. It would be non-parametric, but most likely provide you with what you need.
