To make it normal in sketch mode you dimension it by clicking on the spine then clicking on the end point then one final click on the entity you would like it to be perp to. 3 clicks total and I think the perp entity has to be flat.

ok that does the angle dimension miked. another way is make it tangent
to a normal centerline (that brings up my original question why only
tangent constraint works.)
