It is possible to put any parameter into any model - if they are not linked, then they will need to be manually updated, but you can put the parameter in.
What I think you are actually asking is can I ensure that the parameters in 1 model are automatically updated in a 2nd model (which are not linked)? to which I have to say it isn't possible.
As for pipe length in the parameter, I don't have Pro/PIPING, but I think it should be possible.
As for pipe length, it isn't possible, at least not automatically. You can calculate pipe lenght (by line stock or segments) through Piping -> Info option, but you can'tassociate that measurement with the parameter.
If you use layouts, you can create the parameter in the layout and both parts. Then declare the layout in each part and the parameter will be controlled by the layout.
