Pattern Points

Is there any easy way to create points and pattern (using pattern table) them based on angle.

Create your first point using a cylindrical offset from a coordinate system with the z vector normal to the view you are showing and the x vector to the right. The R and Z values are whatever you want them to be, the Theta value for the dimensioned point would be 20 deg. Then create a table pattern adding additional Theta values.(160, 200 and 340 for the shown view).
