It depends which software you use for purging. If you use ProE purge, then I think that there isn't option to setup directory where purged files goes, but if you use trueUtilities then you have option either to send purged files to Recycle bin, or to another folder.
As for recovering purged files, you can try some recovery tools (but then I don't know if it would work).
luckily our sever had a backup from last friday but what i did was opened a session of WF3 to print out some 1 to 1 shaded views and left for a while and forgot i was in wf 3 did a save& purgeto 2 parts and needed to open them back in wf2 and it said no lol
