rotate a model

Hi Guys,


There are 2 parts in the picture. A large and a smaller one. As you can see, the holeson the top partare not equally spacedfrom the center of the bottom part (3.963 vs 3.849). The parts were created using import feature from autocad, which i don't have the file. So it means that i cannot change the profile of any of the parts. I would like to rotate the top part so that the distance between the holes to the center of the bottom part . Can i rotate it through an axis such that it is rotates according to the bottom part's curvature/circle)? this two parts are part of my assembly, and i tried using edit definition, move, ratate, but it didn't work. Are there any other methods that i can try?

align the front planes





align the axis:





and align the right planes, and choose angle offset:





then you can rotate it by angle:
