Slower panning?

Is there a way to slow down the panning motion? When I'm rotating a model the movements are too large. I work with TV remote control, sized items, and similar complexity as well. I watched a video from 3dConnexion about the SpaceExplorer, and they had super slow movement. How can I acheive this with out the expense of the 3dconnexion device?
 
I do that normally.

One specific instance to help get the point across. When I have an item with a draft, and I try to view down the draft from the hinge edge. When I middle mouse click, and rotate, I jump from seeing the part of the back side, or part of the front side, instead of sighting straight down the edge.

Picture if you will, buying 2x4's to build your house. You would sight right down the edge to see how badly it's warped, bowed or twisted. i just cant seem to get that fine of an adjustment.

I'm thinking there is something to work with mouse speed, or mouse resolution that would be adjustable via mapkey's.

if you turn off the spin center you get options for the movement, everything from a delayed movement, to a movement in a vector to a controlled spin. Its a right click to access, if I recall correctly. usually a button next to the spin center turns that movement function on with the right click to select the type. Have to confirm the details.

I think there is a config option to control the movement speed too...
