Title block incorrectly displays in newly

I have my formats residing in a Windchill library. I created a new set of formats using the Save-As feature and modified some of the table content in the new format files. Now when I retrieve some of my drawing they will display title block table content from both the old and the new formats. Some drawings actually retrieve the new format name even though the format was never replaced. When i add to workspace my drawing it will pull both format files. We are using Windchill 8.0 M040 and Wildfire 3 M140. Has anyone had these types of issues when duplicating format files. Format table content from two separate format files merging?

Once you insert a format into a drawing, it is embedded in the drawing.
Therefore if you revise a format and you want your old drawings to reflect it, you need to re-insert the (new) format into the drawing.
