It looks like the evalgraph relation isn't working, and that the sketch orientation (x-vector) is following the trajectory's normals as defined by it's radius of curvature.
My guess is that you need to lock down the sketch's (the rectangle) x-vector. Once the rectangle projects as if the rotational angle was always 0, no 22.5 deg. twists, then work on getting the evalgraph to work.
Edit: Looking a second time at the result - It looks like it's working correctly except that maybe the x-vector is being determined by the trajectory's normals instead of being parallel to the "right" datum plane. Least I'm assuming that's the plane that the rotation should be clocked against. So, when the graph is 0, are the long edges of the rectangle supposed to be parallel to the Right datum plane?
