WF3 replace by layout

In WF3 M100 PTC rolled back the replace by layout scheme to 2001.

## SPR 1344169 was reported and has been resolved in Pro/ENGINEER Wildfire 3.0 M100. Please refer to www.ptc.com
for software availability. config.pro option. added to WF3 M100
(k-03-49) obsolete_pre_wf3_layout_replace setting this option to yes
causes Pro/E to use the previous layout interface assumptions.##
