A packaged component is a component that is not fully constrained.
For example, if you assembled a part and aligned the part RIGHT plane to the assembly RIGHT plane and aligned the part TOP plane to the assembly TOP plane but did not add any other constraints, the part would be 'packaged' because it is free to move front to back.
You need to redefine the location of the part that won't cut out (or the sub assy it belongs to) to fully constrain it.
