what is "insert a referance feature" tool

well i didn't find any use for this but it's something like collector... i mean you choose few surfaces or edges and collect them in this feature... Btw. it's available only if you preselect some edges or surfs...
 
You are correct, it is a collector. The purpose is to pre-select chains /or/ surfaces for later treatment. We don't use it much ouselfs, but it's there forselectingedges that will later be rounded or surfaces to be drafted (only examples).


It's the same tool as found in (for example)the round feature dashboard under "details". It gives you the logical collectors that are otherwise found using the shift key when selecting (to get tangent edges, surface loops or seed and boudary selection...).
 
About Datum Reference Features
Datum reference features are a set of user-defined surface
sets or edge chains. You can construct one or more edge chains to create a chain
datum reference feature. Construct one or more surface sets to create a surface
datum reference feature.
You can edit the definition of the selected datum reference
feature, modify references, and change their properties. You can redefine datum
reference features created in an earlier version of Pro/ENGINEER. However, you
cannot switch from a chain datum reference feature to a surface datum reference
feature, or vice versa, during the redefining process.
Accessing the Datum Reference Features User Interface
The creation of datum reference features follows the
object-action workflow. To access the Datum Reference user interface, first
select an edge or a surface or quilt, and then do one of the following:

Click Insert > Model Datum >

Reference.

On the Datum toolbar, click
datum_ref.gif

Note: Neither
Insert > Model Datum >
datum_ref.gif
Reference nor
datum_ref.gif

on the Datum toolbar are available if invalid objects or a
combination of valid and invalid objects exist in the selection buffer.
Additionally, neither of them are available if the selection consists of both
the valid objects, that is, a surface and an edge.
