Connecting two surfaces to form a solid?

Hi everyone,
What is the best way to connect the two surfaces pictured below to form a solid. The bottom surface is going to have two step down in it while the top surface is going to be smooth. The picture below just shows two smooth surfaces, but the two I am trying to merge into a solid are different. what would be the best way to fill the sides to form an enclosed quit to solidify?

I suppose the first question must be why have you started with these two surfaces. The lower one looks like it was created by boundary blend of two curves, why was this not an extrusion?
But to answer your question, use boundary blend and pick any pair of opposing edges then redefine to pick both chains. What are you aiming to do? you may find more useful advice if you explain.
 
Well I am making a panel for an aircraft essentially. It is curved with different radius's on each side. The upper surface is a smooth surface ,but the bottom surface has a step down in the center off it. Essentially the thickness of the solid panel starts out as .110" then goes to .08" after the step down in the center. It is hard to really explain it, but I hope this helps to some extent. I will try to sketch a picture to explain further.
 
if you do a quick sketch then a suitable route could be proposed, have you just started using surfaces?
 
build a boundary blend with the top edge as one curve in one direction then the bottom edge as the second curve in the same one direction. Merge then solidify.
