This opens a dialog box, if you have no symbols defined in the drawing it will go straight into browse, if you already have one or more symbols pick the browse button.
At the top of the open dialog box where it says Look In use the pull down menu and pick System Syms. There you will find parametric ISO & ANSI surface texture symbols as well as weld symbols.
Don't use the easier to find but much kludgier insert/surface finish. No idea why these still exist.
