Since you posted this in the drawing forum, I would make
the assumption that you need the drawings in mm even though
the part is in inches. As far as I know, there is no way
to do this in Pro-E, other than showing the drawing using
dual dimensions.
Changing the model units would probably (and rightly)
trigger an update required if you have a PDM system.
