tolerances where they are not needed

Got the problem that every time I want to add a new dim i get the 289.91-290.91 format instead the nominal value?

In the part proe uses the nominal value and I did not define any tolerance.
This just happens in the drawing.

do you know a dtl option that solves this, I searched but couldn't find it?
